CBSA Releases A Report on Hong Kong AI Talent Market, Highlighting Three Types of Mismatches

June 9, 2026 – A new report by the Center for Business and Social Analytics (CBSA) finds that Hong Kong’s AI talent challenge is not a shortage, but a structural mismatch between employee supply and employer demand. The study highlights three gaps: an experience mismatch, a skills mismatch, and an ecosystem mismatch.
Drawing on a ten-year LinkedIn-based dataset of more than 25,000 AI professionals with Hong Kong work experience and 1,848 AI-related vacancies collected as of November 2025, the report shows that Hong Kong’s AI talent pool expanded to about 23,600 professionals in 2024—an increase of more than 280% since 2015—while the employment rate has stayed close to 90% in recent years. Hong Kong is also a key education hub: among records with identifiable locations, accounting for 47.8% of education experiences, ahead of Mainland China (12.6%), the United States (12.4%), and the United Kingdom (7.1%).
However, the report also highlights three gaps in Hong Kong’s AI Talent Market.
First, there is an experience mismatch. While 52.1% of new additions to the workforce are relatively junior, only 19% of AI job postings target junior candidates. At the same time, nearly 90% of AI job postings—and more than 70% of AI R&D postings—come from non-AI firms, while traditional industries account for more than 70% of AI hiring demand.
Second, there is a skills mismatch. Hong Kong’s AI talent pool is heavily concentrated in core technical skills such as machine learning (64.3%), deep learning (30.8%), and algorithms (25.1%). However, 85.3% of AI vacancies are application roles rather than core R&D roles, and nearly 90% of postings come from non-AI firms, stressing the importance of applied capability rather than standalone technical expertise.
Third, there is an ecosystem mismatch. AI adoption in Hong Kong is driven largely by traditional industries rather than AI companies. Nearly 90% of AI job postings come from non-AI firms, and more than 70% of AI R&D positions are still offered by non-AI companies in sectors such as finance, logistics, and professional services.
Commenting on the findings, Prof. Yi Yang, Director of CBSA, said, “The report shows that Hong Kong has built a sizable and growing AI workforce over the past decade. However, the main market problem is not talent quantity but matching quality. AI talent is expected to match employer needs in experience, applied capability, and industry fit. ”
Based on the findings, Prof. Yi Yang recommends that Hong Kong should (1) expand the senior AI talent pipeline, (2) strengthen applied AI capability, and (3) bridge AI development and industry adoption, to improve the alignment between talent supply and industry demand.
